Sir,

I am to inform you that the University of Hyderabad has implemented the revised travelling allowance rules and revised conveyance allowance as per the VI Pay Commission recommendations after the due permission from the UGC and Ministry of Finance and Expenditure. To this effect a circular was issued by the Registrar of University of Hyderabad dated 27th Feb 2009.

In view of this precedence I request you to implement the same traveling allowance and conveyance allowance rules in our university too so that the staff of our university tarvelling for academic purpose and on vacations can avail the benefits of revised pay commission recommendations.

I hope your circular to this effect will be issued at the earliest. A copy of the document from the University of Hyderabad is enclosed herewith for your kind perusal.

Awami Policy (Public Policy) - New Book in Urdu by Dr. Abdul Quayum

Dr. Abdul Quayum, Reader in the Dept of Political Science and Public Administration has come out with a new book titled Awami Policy (Public Policy). The book has been published by MANUU and will prove to be extremely useful for students and researchers dealing with governance and public policy.

Prof. Shamimm Jairajpuri made Chairman of High Power Appeals Committee of NAAC

Prof. M. Shamimm Jairajpuri, former Vice Chancellor of Maulana Azad National Urdu University, (MANUU), has been appointed Chairman of the High Power Appeals Committee of the National Assessment and Accreditation Council, (NAAC).
This Committee has been formed by NAAC to address the grievances of the accredited Universities and institutes pertaining to their grading and other related matters.
The Committee was constituted by Prof. G. Mehta, Chairman, EC, NAAC. Prof. Suranjan Das, Vice Chancellor, University of Calcutta and Prof. Rupa Shah, former Vice Chancellor, SNDT Women’s University, Mumbai are the two other members of the Appeals Committee of NAAC while Dr. Jagannath Patil, Deputy Advisor, NAAC is the Member Convener of the Committee.

Prof. Yash Pal Committee on Renovation and Rejuvenation of Higher Education

The Union HRD ministry may have downgraded the status of the 27-member Yash Pal Committee to an advisory body, but the panel has lashed out at the ministry on more than a dozen fronts in its final report. It has slammed the ministry for its “nervous and hurried response in starting new central universities’’, permitting “chaotic expansion in higher education’’, allowing undergraduate education to rot and swallowing autonomy through “intrusive bureaucracy and mindless regulation’’. The report has attacked the private and public higher education space of the country which neither “excites students’’ nor “equips graduates for the real world’’. Naturally, the report has not enthused the HRD ministry. It has asked committee members to “generate public opinion by holding discussions on reforming higher education across the country’’.

Early last month, the Yash Pal committee was informed that the Union HRD ministry had whittled down its position to an advisory body, but members stuck to their recommendations and the original terms of reference. When the octogenarian educationist personally handed over a copy of the report to HRD minister Arjun Singh, sources said, he was told that the election code of conduct had set in and he could take his report and hold discussions on reforming higher education across the country.

A copy of the final report vilifies all regulatory inspectors and notes that poor reforms have been the main culprit of several wrong goings in higher education. In these tough times, the panel points out one more bankruptcy—the one in the country’s intellectual banks, universities. While traditional universities, it notes, did not “create public confidence’’, private institutes have been reduced to “commercial entities of very low quality’’. Recent expansion in higher education, the report says, has not looked at the “impoverished undergraduate education’’ that caters to 6 million students who pass through a system which has “not renewed itself and has not provided opportunities to students’’.

This is what the Yash Pal committee had to tell the ministry for the latest kids on the block—15 central universities: “The fear of loss of agency of the university and the pressures of the ever-expanding demand for quality education have been met with a nervous and hurried response. Creation of a few institutions of excellence and some central universities, without addressing the issue of deprivation that the state-funded universities are suffering from, would only sharpen the existing inequalities. Mere numerical expansion, without an understanding of the symptoms of poor education would also not help.’’

The 27-member Yash Pal panel constituted in February last year has drawn up 14 recommendations in critical areas and defined a clear role and structure for the single body commission for higher education that would replace the host of other regulatory outfits like the University Grants Commission, the All India Council for Technical Education, the Medical Council Of India, Bar Council of India, Council of Architecture, Indian Nursing Council, Pharmacy Council of India and the National Council for Teacher Education. Some of the important recommendations of the Committee are:
  1. Universities to be self-regulatory bodies, assisted by hassle-free and transparent regulatory processes.
  2. Universities to be made responsible regarding the academic content of professional courses.
  3. Professional bodies like AICTE, MCI, INC, NCTE to be divested of their academic functions, which would be restored to universities.
  4. Curricular reforms to be the topmost priority of the commission for higher education.
  5. Undergraduate programmes to be restructured to allow mobility .
  6. No single discipline or specialised university to be created.
  7. IITs and IIMs to be converted to fullfledged universities.
  8. New governing structures in university to preserve autonomy in a transparent and accountable manner.
  9. Single accreditation window for all higher education institutes.
  10. Quantum of central financial support to state universities to be enhanced.

What makes the panel report all the more controversial is its recommendation of not just doing away with deemed universities, but also downing shutters of existing lowgrade ones. “Practice of according status of deemed university be stopped forthwith. It would be mandatory for all existing deemed universities to submit to the new accreditation norms within three years failing which the status of university should be withdrawn,’’ the report states.

Emergency Executive Committee Meeting of MANUUTA held on 09.03.09

An emergency Executive Committee Meeting of MANUUTA was necessitated by the resignation of Prof. S A Wahab, President of MANUUTA. The following resolutions were passed by the EC that met on 9th March 2009 to discuss the issue.

Resolution 1

We, the members of the Executive Committee of MANUUTA that met on 09.03.09, accept the resignation of the elected President of MANUUTA, Prof. S A Wahab and nominate Vice President Dr Tariq Masoodi as the Acting President till the new elections are held, subject to the approval of the General Body as required by Article XII of the MANUUTA Bye Laws.

We, the members of the Executive Committee of MANUUTA that met on 09.03.09, thanks Prof. S A Wahab for guiding MANUUTA as the elected President.

MANUUTA President Resigns

Prof. S A Wahab has resigned from his position of MANUUTA President, owing to increased administrative responsibilites. Prof. Wahab has taken over as the Registar incharge of the University today. An emergency EC Meeting has been called for on 9th March 2009 at 3.30pm in the Lecture Hall Complex. This is a request to all EC members to please attend the meeting.

NAAC awards an "A" Grade to MANUU !

Friends the NAAC grading is out ! MANUU has been awarded an 'A' grade with a CGPA of 3.23 by NAAC ..

Just for a comparison, here are the gradings achieved by other Universities of Andhra Pradesh that have opted to go for accreditation:

1. Andhra University, Visakhapatnam, [CGPA 3.65 ; Grading A]
2. Osmania University, Hyderabad [CGPA 3.31 ; Grading A]
3. University of Hyderabad, Hyderabad [CGPA 3.89 ; Grading A]
These are gradings after re-accreditation.

MANUU has achieved a 3.23 CGPA on its first attempt. We all know which areas need imporvement and we should resolve to work on our weaknesses to ensure that we achieve a higher CGPA whenever we go for re-accreditation.

MANUUTA congrats all those involved in bringing this honour to the University.. but then as Robert Frost said.. miles to go before I sleep .. we still have a lot to achieve !

Minutes of Emergency GBM held on 02.03.09

Dear Colleague,

The Emergency General Body Meeting of MANUUTA met on 2nd March 2009. The meeting was presided over by Prof. S A Wahab, President MANUUTA. The meeting started from 4.30 pm after the due quorum was completed.

The GBM decided to wait till Friday, 6th March 2009 for the letter of recognition to be given by the administration. In case the letter is not issued by the said date, a notice will be given for a MANUUTA strike commencing on Monday, 9th March 2009.

Other issues shall also be included in the strike.

The General Secretary requested the EC members to attend the EC meetings whenever it is held and appealed to all members of MANUUTA to pay their annual contribution of Rs.350 at the earliest.

Sir,

I am to submit that, UGC has issued clear guidelines on 20.02.2009 to all the Universities to make payment of 40% arrears in accordance with the Government of India notification dated 31st December 2008 immediately. Most of the Central Universities have already paid 40% arrears to the teaching faculty at least a fortnight before.

Hence, I request you to release the 40% arrears immediately without any delay. The copy of UGC clarification regarding revision of Pay Scales is enclosed. Awaiting for your reply.

Representation against the orders regarding faculty attending seminars

Sir,

With reference to the above I am to submit that, the circular was discussed in the office bearers meeting of MANUUTA held on 24-02-2009 and it was decided to submit the following;

1. The invitation for the seminars/workshops to present the papers are sent from the organizers, most of the time, in the last hours, just before the seminar due to postal/ administrative delays. Hence attendee himself is not informed of the programme well in advance, to say before six weeks.
2. Papers are not written well in advance without knowing the topic and themes of the seminars. Papers are written after the receipt of invitation.
3. Submission of papers six weeks before is not possible due to the problem of intellectual property rights/copy rights.
4. Six weeks in advance condition will lead to sycophancy and nepotism and adversely affect the academic culture of the university.
5. All faculty members should get similar and equal treatment in the grant of permission and funds to attend the seminars within the country and abroad.

Hence considering these aspects of the problem, you are requested to revise the circular making 10 days prior information and request for permission to attend the seminar/workshop.

Prof Pathan takes over as VC of Central University of Karnataka


Prof. Abdul Jaleel Khan M Pathan, our Vice Chancellor, has been appointed as the first Vice Chancellor of the newly established Central University of Karnataka located at Gulbarga. Prof. Pathan, who took over as VC of MANUU on 19th March, 2004, announced his new assignment immediately after the NAAC visit to the University concluded on 28th Feb, 2009.
Incidentally Prof. Pathan was also on the three-member Central team that visited the proposed site of the Central university at Kadaganchi and Suntanoor in Aland taluk of Gulbarga in December 2008.
The immensely experienced Prof. Pathan is also the President of the Association of Indian Universities, and had earlier been VC of Karnataka University at Dharwad for two terms and served Bangalore University as its Registrar and acting VC.
