Terms of Reference for the review of Bye-laws of the Association
Dear Sir,
Sub: - Terms of Reference for the review of Bye-laws of the Association-Reg As part of the follow-up of the decision of the GBM of MANUUTA held on 22.12.2010 the following Terms of Reference are prepared by the office bearers for the consideration of the Committee formed for the review of the bye-laws of MANUUTA;
1. Art III: Whether part-time /contractual teaching staff and Librarian/Deputy Librarian can become members/co-opted members of the association.
2. Art III: Annulment of the membership- Conditions and Procedure.
3. Art.VI: Number of Office bearers:- Presently the association has six office bearers. Normally the number office bearers should not be less than 7 members or any odd number. Hence, inclusion of one more post of Vice President may be considered so that in the absence /removal /resignation of the president one of the Vice President may act as the President and the other may work as the Vice President for the remaining period.
4. Art VII: General Body Meeting: At present the General Body has to meet once in each semester including annual GBM. There is no clarity about the mandatory number of meetings. The ambiguity may be cleared.
5. Art. X: Elections:
a. Tenure of the body- Presently, it is one year
b. Eligibility to contest elections and conditions from debarring from contesting elections- clauses should be inserted for this purpose.
c. Cut-off date for payment of Annual fee for contesting elections and casting vote.
d. Number of proposes, seconded and their eligibility- whether the defaulters can propose or second a persons name to contest the election.
e. Whether a candidate can contest for more than one post.
f. Procedure for conduct of elections- necessary guidelines
6. Art: XIV: Quorum: The quorum for the GBM is one third of the total members of the association. However a lot of members of the association are from out -side the Head-quarters. It may be considered whether the quorum can be reduced further or alternatively the quorum should be the one third members present in the Head quarter for conducting the meeting.7. Any other article/ point may be considered for the amendment/inclusion /removal for the smooth functioning of the Association, if the Committee consider necessary. We request you to give your suggestions with in one month so that it can be placed before the next EC and GBM of MANUUTA.

MANUUTA- Revised Charter of Demands 2010

Sub: Request for early redressal of the problems of Teaching Community-Reg.
Maulana Azad National Urdu University Teachers Association (MANUUTA) extends hearty congratulations to you, on assuming the office as the Vice Chancellor of Maulana Azad National Urdu University. On this occasion we would like to present the following pressing problems of the teaching community for your kind perusal and necessary action.
1. Implementation of Career Advance Scheme (CAS).
2. Regularization of the services of the teaching staff appointed on tenure
3. Filling up of all the vacant posts both teaching and non-teaching immediately so that the University works in a full fledge manner. The department of Social Work should be strengthened by appointing permanent faculty and necessary infrastructure should be provided.
4. All the departments, including those in the Regional Centres be provided with basic infrastructure such as the Xerox, Fax machines and telephone for the smooth functioning. Required supporting staff like the clerks, computer operators, translators and attenders should be appointed on permanent basis in each department.
5. The University should play the role of facilitator in promoting the research activity. Full financial assistance be provided for the teachers who are invited or whose abstracts are accepted by the host institutions for paper presentation within and outside the country.
6. The teachers with MPhil and PhDs should be allowed to guide research scholar for MPhil and PhD respectively.
7. The University should start Publication Division of its own to publish standard text books in Urdu and also to translate World Classics into Urdu language.
8. Central Government Health Schemes (CGHS) should be implemented immediately with the facility of cash less admission into hospitals for treatment. The University should complete the process of identifying hospitals in all the places wherever the MANUU staff is working at the earliest. The health centre should be upgraded by procuring necessary medicines and machinery. The Ambulance service should be started immediately for attending the emergency cases.
9. The teaching community should be adequately represented in all the committees concerning academic and research activities.
10. The University Library should procure more international journals and magazines and internet facility should be provided in the Library.
11. The Housing Society which has become defunct should immediately be activated and all the teaching and non teaching staff should me made members and efforts should be made to procure land from the government for the society.
12. MANUUTA should be given representation in University EC and Campus Development Committee and all other committees.
13. The Campus Amenities Committee should be setup with the representatives from the teaching and non teaching staff and the facilities like medical shop and stores should be started.
14. Place should be provided for Faculty Club for the recreation of the staff.
15. A decent office space with basic infrastructure should be provided for MANUUTA.
We hope the University will take necessary steps for providing these basic requirements which are necessary for improving the performance of the staff and smooth functioning of the University.

III EC Meeting Calls for Protest on 28.01.2010

Third Executive Council (EC) Meeting
The Third Executive Council (EC) meeting of MANUUTA was held on 22.01.2010 at 3 PM under the chairmanship of Dr. Abdul Quayum, President, Manuuta. The General Secretary explained to the EC about the various efforts taken by the Office-Bearers for the redressal of the grievances of the teaching community particularly the issues presented in the charter of demands, the representations made to concerned authorities for the early appointment of the regular Vice Chancellor and FEDCUTA’s call for strike on 28th and 29th January 2010. The EC discussed the issues in detail and took the following decisions;
1. The EC expressed its complete solidarity with FEDCUTA’s call for strike to protest against the UGC’s New Regulations which adversely affect the promotion of teaching community. However keeping in view the semester examinations going on in the campus, it is decided to organise a Protest Meeting on 28.01.2010 Thursday at 2.30 PM at DDE lawns. It is also decided to request teaching staff of Delhi Regional Centre to participate in FEDCUTA’s Dharna and protest march programme in New Delhi on both the days to represent Manuuta.
2. The EC members expressed their anguish at the inordinate delay in sanctioning amount and procedural wrangles faced by them in the timely execution of the Projects and felt that there is an urgent need to work for creating a research friendly mechanism in the administration.
3. The EC felt that there is a need to make a concerted effort for redressal of the grievances of the teaching community and decided to call for General Body Meeting (GBM) of MANUUTA on 4th February 2010 to discuss the above problems and chalk out an action plan.

MANUUTA CHARTER OF DEMANDS 2009

Sir,
Sub: Request for early implementation of long standing demands of Teaching Community-Reg.
The Executive Committee of the Maulana Azad National Urdu University Teachers Association met on 8.10.2009 and discussed the problems of the teaching community in detail and formulated the following charter of demands. The Association demands the University authorities to solve these pressing problems of the teaching community earnestly.
1. The University should adopt five days week as adopted by the central government offices and many central universities.
2. The University should fix the salaries of the teaching community as per the revised pay scales according to the Sixth Pay Commission and the salary arrears should be released immediately. The 60 percent salary due to the employees should also be released with immediate effect.
3. The services of the teaching staff appointed on tenure basis should be made permanent.
4. The teaching staff of DDE, CSSEIP and CPDUMT should be given holidays along with other teaching staff and orders should be issued in this regard well in advance of the winter holidays scheduled from 1st January 2010.
5. Career Advance Scheme (CAS) should be implemented with immediate effect.
6. Merger of past service from the state under old pension scheme.
7. The teaching community is suffering from lack of basic facilities. The University should immediately sanction Personal Computers with printers and telephone to all Assistant Professors who have not got these facilities so far.
8. All the departments, including those in the Regional Centres should be provided with basic infrastructure such as the Xerox, Fax machines and telephone for the smooth functioning. Required supporting staff like the clerks, computer operators, translators and attenders should be appointed on permanent basis in each department.

10. The University should fill up all the vacant posts both teaching and non teaching immediately so that the University works in a full fledge manner.

15. A qualified and experienced lady doctor and a paediatrician should be appointed in the campus health centre immediately to take care of health problems of female students, women and children in the campus.
16. The Ambulance service should be started immediately for attending the emergency cases and the health centre should be strengthened by procuring necessary medicine and machinery.
17. The inordinate delay in clearing LTC files and bills is causing hardship to the staff. It should be cleared within a stipulated time frame.
18. The teaching community should be adequately represented in all the committees concerning academic and research activities. The teaching faculty should be involved in the academic activities of conducting examinations, supervision and as observers.
19. The University EC meetings should be more transparent and the MANUUTA President and General Secretary should be made the members of EC.
20. The University Library should procure more international journals and magazines and internet facility should be provided in the Library.
21. The Housing Society which has become defunct should immediately be activated and all the teaching and non teaching staff should me made members and efforts should be made to procure land from the government for the society.
22. The Campus Amenities Committee should be established with the representatives from the teaching and non teaching staff and the facilities like canteen, medical shop and stores should be established.
23. The University bus shuttle service frequency should be increased. The University should take up the issue with the officials of RTC for increasing the frequency of buses to the campus.
24. Place should be provided for Faculty Club for the recreation of the staff.
25. A decent office space with basic infrastructure should be provided for MANUUTA.
We request you to take necessary steps for providing these basic requirements which are necessary for improving the performance of the staff and smooth functioning of the University. We hope the university will resolve these issues earnestly.
