MANUUTA Letter to Hon'ble Minister of HRD Kapil Sibal

August 1, 2009

To Sri Kapil Sibal
Hon'ble Minister for Human Resource Development
Govt of India
New Delhi

Sub: Appointment of Vice Chancellor and Registrar at Maulana Azad National Urdu University, (MANUU) Hyderabad-Requested-Reg

Dear Sir,

I am to to invite your kind attention towards the anarchic situation prevailing in Maulana Azad National Urdu University (MANUU). The positions of Vice Chancellor and Registrar are vacant for the last six months. Virtually there is no administration in the University, and the things are turning from bad to worse leading to irreparable damage to national institution set up in the name of the great freedom fighter and educationist Maulana Abul Kalam Azad. Some persons with vested interest in the campus have undermined the authority of the office of the Vice Chancellor and Registrar. The absence of honest and competent Vice Chancellor and Registrar is being used by these vested interests and the established norms and systems set up by UGC and Government of India are being violated and sabotaged. Your immediate attention can only save the instituion. Hence you are requested to appoint honest and competent academicain and adminstrator as Vice Chancellor and Registrar at the earliest.

Sir,
Sub:-Request for restoring 8 years period for promotion from Assistant Professor to Associate Professor through CAS and 5 years for direct recruitment-Reg

This is to bring to your kind notice that the teaching community under the Assistant Professor category is adversely affected by the 6th Pay Commission Recommendations.
The lecturers who are designated as Assistant Professor were eligible to move to next category as Reader after 8 years through CAS and 5 years through direct recruitment earlier. According to the 6th Pay Commission Recommedations the Asssistant Professor is eligible to become Associate Professor only after 12 years through CAS and after 8 years through direct recruitment. This provision is most unjust and discriminatory.
Hence we request you to restore the earlier eligibility criteria and the Assistant Professors who have completed 8 years should be made eligible to be appointed as Associate Professors through CAS and the eligibility for direct recruitment to Associate Professor should be 5 years as Assistant Professor.
We hope you will take a positive action in this regard and restore the sense of equity and dignity among the teaching fraternity.
You are also requested to issue the final guidelines for the implementation of 6th Pay Commission with modification of anamolies.

Thanking You,

Yours sincerely

Dr. Abdul Quayum

MANUUTA NEWSLETTER No. 3, Vol.1, Dated 08.04.09

MANUUTA NEWSLETTER No. 3, Vol.1, Dated 08.04.09

Dear Colleagues,

You are aware that the First General Elections took place on 06-09-2008 and the first duly elected body came into existence thereafter, and Prof. S.A. Wahab was elected as its president. Immediately after the elections, the Executive Council of the Association was formed by means of election in the concerned Depts / Directorates / Centres. Thus, a 21 member EC was constituted to guide and oversee the functioning of the office bearers. After consultation with the EC the Association submitted the first demand charter to the University authorities consisting of 15 demands on 03.12.2008. A second demand charter was submitted again on 12.03.2009 consisting of 5 more demands including the confirmation of services.

Apart from this, the Association has so far represented on various issues, particularly to mention, the implementation of revised TA as per the New PRC and against the Circular issued by the DR (Academics) regarding conditions for attending seminars, and release of 40% arrears. After the Association’s representation, 40% arrears were released in the first week of March 2009.

Official recognition from the University was granted to the Association after a long struggle and a letter of recognition was issued by the University on 05.03.2009 addressed to the then President of the Association. Unfortunately, the President resigned due to his new administrative responsibilities. The EC met on 09.03.2009 and decided to nominate the Vice–President as the Acting President of the Association. The GBM called on 09.04.2009 is for the approval of the EC decision.

Friends, the association is working peacefully by adhering to democratic values while appealing to the authorities to solve the problems of the teaching community. Unfortunately, the Association has not been getting the kind of attention and support from the authorities that a Teacher’s Association deserves. Except for granting a formal recognition on paper, the authorities have so far not cared to reply to any of the letters/demand charters given by the Association. Moreover, innumerable time’s verbal assurances were given to the office bearers by the Authorities but not a single demand has been accepted and implemented so far. This is an appeal to all of you to help strengthen ourselves and fight against the ongoing indifferent attitude of the authorities towards the teaching faculty and to make MANUU a respectable place for Teachers.

Please attend the GBM on 09.04.2009 at the CPDUMT auditorium at 4 p.m. and participate in the decision making process.
